is called p. the political attitude favorable to the people, which is seen as a social force of considerable importance, to be used to change the balance of power in its favor (p. demagogic or instrumental) or by educating and training the purpose of empowering and involving government activities in the country (for Democrats). It is the opposite of elitism (see).
A particular form of p. is Caesarism : "Cesar means [...] a political regime whose foundation is composed of a direct, conveyed by plebiscite techniques of organization of consensus between a leader and members of a political community" ( Panebianco 1998: 714). "The great concentration of power in the hands of one individual, which is characteristic of Caesarism, plebiscite, and the nature of the contribution of the delegation (...) make apparently irreconcilable Cesario and democracy "(Panebianco 1998: 717). In fact, the plebiscite democracy is a form of authoritarian regime, led by a charismatic leader who appealed directly to the people and rises to the representative of the nation, a true dictator.
Today, populist democracy is enhanced by increasing role of mass media, especially television, which allows direct contact between leaders and masses.
